GNU gave me the following clarification about Flash programs:
As a clarification, for the purposes of Section 3, the Macromedia Flash program
is considered to be the 'compiler' for .swf files and the Macromedia Flash
Player is considered to be 'part of the operating system on which the
executable runs'.

POSTING GAME ON WEBSITES

The SicBo_osr.html file can be considered a template for creating
a web page that uses this game. The .fla file is the source file
for the game and is not needed in order to have the game on your site.
If you have enough space, I would recommend having the distribution
zip file on your site. If you do not post the distribution file, then
please provide a link to www.BlazingGames.com so visitors can get the 
distribution. 

PROGRAMMING NOTES

This game originally appeared on The Blazing Games website in 2008 and is the
sixth episode of my Dozen Days of Dice series and was created with Flash CS3
using ActionScript 3. The classes that make up the bulk of the game are stored
in text files outside of Flash with the main flash file being essentially a 
container for the graphics used in the game.

This was created my Game in a Day rules which means that the game was created 
in a single day. This open source information was added later as the original 
episode was not initially an open source release.This game was created live on
the Blazing Games site on February 23, 2008 while I was under the weather. It
was at this time that I decided that  the scheduled day approach that I was 
using wasn't the best so future game in a day attempts won't be formally 
scheduled, though I WILL still develop the game in a single day.
